 PURPOSE / SUMMARY: To advise the Cabinet of the objections received to the proposed introduction of waiting restrictions along Astley Hall Drive, Astley.
RECOMMENDATION / DECISION: That the contents of this Report be noted together with the objections received.
That the Director of Legal Services be instructed not to proceed with the making of a Traffic Regulation Order for the implementation of waiting restrictions on Astley Hall Drive.

1.0 BACKGROUND

1.1 A number of complaints have been received from local residents regarding access and parking problems being experienced along Astley Hall Drive due to visitors frequenting the Tea Rooms and other facilities at Dam House.

1.2 A meeting was convened on Thursday 18th July, 2002, at Dam House, in an attempt for all interested parties to reach an amicable solution. At this meeting a compromise solution was reached which would remove parking to the area to the front of Dam House. It is hoped that this will encourage visitors to use the car parks provided.

1.3 A Report proposing the introduction of a Traffic Regulation Order to prohibit waiting at all times, was approved by the Traffic Management Unit on 23rd July, 2002.

1.4 The proposed Order was subsequently advertised in the press and on site and eight formal letters have been received by the Director of Legal Services, six in objection to the proposals and two in support.

2.0 PROPOSALS

2.1 The proposed Traffic Regulation Order is shown on the attached plan and consists of the introduction of double yellow lines (No Waiting At Any Time) on both sides of Astley Hall Drive from a point 170 metres north of its junction with Church Road for a distance of 75 metres in a northerly direction.

3.0 FORMAL LETTERS OF OBJECTION

5.0 COMMENTS OF THE DIRECTOR OF ENGINEERING SERVICES

5.1 Astley Hall Drive is a mix of residential and business use located on the old Astley Hospital site. The site is a no through road with only one access point off Church Road.

5.2 Local residents have complained that parking and access problems occur due to staff and visitors of Dam House (a Grade II listed building) parking on Astley Hall Drive close to Dam House itself causing general obstructions and a general detriment to road safety.

5.3 It is also alleged that these parked vehicles reduce the speed of traffic on the road. It is a fact that parking on quiet residential roads, like this, controls the speeds of other traffic on the highway if it is done so in an orderly manner.

5.4 Parking could also migrate into the adjacent residential streets as these would be deemed safer than the dark remote car parks. This would result in further frustration for residents.

5.5 There are no recorded personal injury accidents along Astley Hall Drive suggesting that the proposals will not improve safety in any material way and could even lead to an increase in speed along this stretch of road.
